The Work Safety Commission Office of the State Council and the Ministry of Emergency Management have deployed the current safety prevention work

On 4 July, the Work Safety Commission Office of the State Council and the Ministry of Emergency Management convened a Nationwide Video Conference on Safety Precautions, Concurrently Initiating a Scheduling and Advancement Conference for the Comprehensive Remediation of Potential Safety Hazards Associated with Electric Bicycles throughout the Entire Supply Chain. Mr. Wang Xiangxi, Deputy Director of the Work Safety Commission of the State Council and Minister of Emergency Management, attended the conference and delivered a speech, emphasizing the importance of earnestly implementing the essential guidelines of General Secretary Xi Jinping, adhering to the principles of putting people and life first, and maintaining a constant sense of responsibility that “never lets one’s guard down at any time” and an actionable mindset that “knows the situation thoroughly at all times.” With these principles, we must resolutely prevent and mitigate major safety risks, effectively respond to various emergencies and disasters, ensure the stability of the national safety situation, and create a favorable safety environment for the successful convening of the 3rd Plenary Session of the 20th Central Committee.
The conference pointed out that in the first half of this year, faced with the severe situation of major / serious accidents and disasters occurring frequently at the beginning of the year, different regions, relevant departments, and units resolutely implemented the essential guidelines of General Secretary Xi Jinping, and solidly carried out the three-year action plan for addressing fundamental issues in work safety, vigorously promoted the implementation of eight stringent measures for mine safety and the concentrated efforts to eliminate fire safety hazards, and focused on high-risk industries to eliminate major hidden dangers, effectively coped with natural disasters, and effectively reversed the passive situation, in accordance with the decisions and arrangements of the Central Committee and the State Council. Moreover, it is imperative to maintain a clear-headed understanding that, as the nation has now fully embraced the summer and flood seasons, the safety situation remains severe and intricate. We must effectively enhance our sense of responsibility and urgency in carrying out safety precautions, fully focus on safety production, disaster prevention, mitigation, and relief work, and earnestly safeguard the safety of people’s lives and property as well as the overall stability of society in order to fulfill the “two upholds” through concrete actions and results.
The conference emphasized the need to enforce accountability, implement rigorous prevention and control measures, and resolutely prevent and contain major and serious accidents. We must adhere to a combined approach of both easing and blocking, steadfastly advancing the comprehensive campaign to rectify potential safety hazards associated with electric bicycles, strictly controlling production and sales, accelerating the construction of parking and charging facilities, severely cracking down on illegal modifications, expediting the establishment of a scrap and recycling system, strengthening the dissemination and popularization of safety knowledge, as well as educating and guiding the public, in order to drive the rectification campaign to achieve substantial and profound results. It is imperative to highlight the unique characteristics of summer and flood seasons, rigorously prevent and control safety risks in high-risk industries and sectors, diligently attend to ensure the safety of mines and hazardous chemicals, reinforce safety management and control in industry and trade, and continuously intensify the investigation of potential safety hazards in construction sites, fishing vessels, gas facilities, special equipment, and the like, ensuring that no major incidents occur. It is essential to focus on prominent issues, enhance safety supervision of various scenic spots and high-risk tourism projects, strengthen law enforcement on key vehicles such as “two types of passenger-carrying vehicles and dangerous goods transport vehicles”, address the illegal carriage of passengers by trucks and agricultural vehicles, and rigorously prevent and control all types of accidents.
The conference mandated a sustained effort with rigorous implementation, deeply advancing the three-year initiative to tackle root causes and overcome difficulties in work safety. We must persist in exerting efforts to eliminate all major hidden dangers, further promote the study and effective application of the criteria for identifying major accident hazards, focus on major risks, and emphasize the prevention of major and serious accidents in order to achieve thorough and meticulous identification and rectification. We must intensify our efforts to tackle the “vulnerability” of human factors by offering safety training to principal and division responsible persons, as well as employees, in key industries and sectors. We must rigorously manage special operation personnel, strengthen oversight of examination and training institutions, and firmly address the chaotic phenomena of fake certificates. We must expedite the implementation of key infrastructure projects for work safety, emphasizing prioritized tasks like deep mining in coal mines, upgrading and transformation of chemical installations, and ensuring unobstructed evacuation routes, while also actively promoting urgent and essential initiatives such as the renovation of urban gas pipelines and fire protection facilities in old buildings, in order to comprehensively elevate the inherent safety level. It mandates that we must persevere in advancing the construction of a safety management system and continuously refine the regulations pertaining to work safety management.
The conference emphasized the importance of reinforcing risk awareness and bottom-line thinking, and resolutely winning the battle against flood control, drought relief, and disaster mitigation. It emphasized further strengthening monitoring, early warning, evacuation, and risk avoidance measures, rigorously implementing the “response confirmation” mechanism for early warnings, guiding grassroots units to implement responsibility measures at crucial evacuation and risk avoidance stages, and ensuring that all eligible individuals are evacuated in a timely manner. Additionally, it called for improved risk prevention and response strategies, intensifying the investigation and remediation of geological disaster risks and hidden dangers, strengthening riverbank patrols and inspections, reinforcing urban waterlogging prevention, and preparing for typhoons. The conference also emphasized strengthening emergency rescue and drought relief efforts, optimizing the deployment of rescue forces based on rainfall and flood situation developments, pre-positioning materials and equipment in advance, and actively and efficiently providing disaster relief and assistance.
Mr. Xu Jia’ai, the Vice Minister of Emergency Management, presided over the conference, while Mr. Zhou Tian, the Vice Minister and Director of the National Fire and Rescue Administration, reported on the progress of the comprehensive rectification campaign targeting electric bicycle potential safety hazards. Officials from the Ministry of Industry and Information Technology, the Ministry of Public Security, the Ministry of Housing and Urban-Rural Development, the State Administration for Market Regulation, and the National Fire and Rescue Administration deployed specific actions for their respective industries and systems. Attendees included responsible officials from relevant member units of the State Council Work Safety Commission and the special task force for the comprehensive rectification of electric bicycle potential safety hazards nationwide.
